Could someone please tell me who is the owner of this property? To the best of my knowledge there are at least three different claimants including the City of Managua
You'll excuse me, gentlemen. Your business is politics, mine is running a saloon.

Tola resort seized, owners and employees arrested, no reason given. The government claims they don't need any documentation to come in and occupy the property.

The government’s armed takeover of a property allegedly belonging to Hotel Punta Teonoste, a luxury eco-resort on Nicaragua’s southern Pacific coast, is sending shockwaves throughout the investment community and renewing fears of Sandinista confiscations...

“Americans who own property, many of who are dual (Nicaraguan) citizens, have suffered (recent) land invasions. And when they have gone to the authorities, authorities have not reacted. So they come to us and we inform the authorities. And I must say the reaction from the Nicaraguan government has been mixed at best,” former U.S. Ambassador Robert Callahan told The Nicaragua Dispatch in his exit interview last July.

    ...and the beat goes on:

Ruben Dario Lacayo, great-grandson of Nica poet Ruben Dario, has had a property confiscated by the local CDS (CPC) and the Alcadia of Managua.

    Googlation of La Prensa article:

The concessionaire of the Grand Canal, HK Nicaragua Canal Development Investment (HKC) and Wang Jing owner may order the confiscation of property anywhere in Nicaragua as set out in the Framework Agreement Concession Agreement (MCA) and the Special Law for Development Infrastructure and Transportation atingente Nicaraguan Canal, Free Trade Areas and Associated Infrastructure. This provided it is for the purpose of helping the construction of the project or any of the eight subprojects, including airports, seaports, dry channel, etc.

This fact, as explained by lawyer Noel Vidaurre, it's outside the capacity of a non-governmental entity, contrary to the provisions of the Constitution. In this regard Article 44 prohibits the confiscation of property..
